You don't have to broadcast unless the person wasn't in fleet when the cyno was opened and they want to jump their own ship. Not sure if you need to broadcast a portal they weren't fleeted for, never tried.

If you still get highsec L5's you can petition them and they'll reset them, last time I did that I got rogue spy reset into wyrmslayer, and I even had a carrier in the system that the mission was in.
